Military installations are large and complex, encompassing all of the features and infrastructure of cities along with their military-unique components and characteristics.  They grow and change over time to meet ever-changing functions.  While parts may be state-of-art, other parts are often older and need to be upgraded.  The need to improve energy infrastructure to become more energy secure, efficient and less costly is driven by program demands, security needs and budgetary constraints.
